Federal officials are predicting that gasoline prices will climb to an average of $3.40 a gallon this spring, a record high. The prediction is part of the federal Energy Information Administration’s short-term energy outlook. In the Monroe area today, gasoline prices averaged $3, ranging from $2.97 to $3.06.
