Ernie, I suppose we could both be correct? For all intents and purposes though it appears that preventative meaintenance isn't covered in the sinking fund. Copied below is some of the ballot language.

for sinking fund purposes to be used for replacement of the High School Boiler and the Smith Road Elementary Boiler, repair of identified building deficiencies (including, but not limited to roofs) throughout the District, asbestos abatement and asbestos flooring replacement throughout the District; if unspent funds from the Sinking Fund Levy are available after the completion of the above-stated projects, they shall be used by the District for such school district safety and security improvements as may be authorized by law

While I appreciate our friendship, I have to disagree about your words about preventive maintence, The sinking FUND will take care of the cost to maintain the buildings. I am understanding that any and all building costs will be covered by the sinking fund! Please correct me if I am wrong.
